As you know, one of the key prerequisites for radicalization is isolation, isolation for various reasons from the usual society or lifestyle. However, in the modern world, a person does not remain alone to the extent that it was possible before the advent of the Internet – now he always has the opportunity to find like-minded people, understanding and sympathy online. And it often turns out that this kind of “vest” becomes people with their own goals and motives, which may not be harmless at all.
Having directed the main – both financial and human – resources for working on the Internet to implement prohibitive measures, radicalization is “a process as a result of which a person comes to support terrorism and forms of extremism leading to terrorism.
“Online radicalization leads to violence – this is a process in which a person is involved in a system of ideological messages and beliefs that differ from the generally accepted belief system by extremist views.
Who is at risk? The greatest threat of radicalization through Internet resources is exposed to young people, who make up the main audience of social networks and other Internet resources in Kazakhstan. To protect yourself and your loved ones, you need to follow simple rules:
• To get reliable information about religion, contact imams and clergymen.
• Receive information only from Internet resources from official websites of the clergy and do not trust questionable content.
• Do not listen to and in no case, post lectures and audio recordings of unknown religious preachers on your personal page on social networks
• If you or your family have suffered from the influence of destructive religious organizations, you should contact the center’s helpline.
Methods of combating online radicalization.
Information and propaganda (or information and explanatory, IRG) groups are, in fact, the main instrument of state policy to counter radicalization. This is a group of specialists from different professional fields – religious figures, psychologists and religious scholars, whose competence includes holding various kinds of mass events, there are educational accounts that deal with the counter-extremist policy of the state through public.
“Deanonymization” of employees working both online and offline in this area, especially in regions and small settlements. This could contribute to the formation of their authority among regional youth, who are currently experiencing an acute shortage of mentors, spiritual leaders.
•. The possession of Internet skills will increase the audience of public posts in social networks, attract the attention of young people, and the growth of knowledge in related fields will enable them to promptly competently answer questions that arise from this audience.
• Close interdepartmental cooperation at the regional level with Youth Policy Departments, because issues of employment, education and other youth problems are closely interrelated with this work. The exchange of experience and knowledge, the involvement of additional specialists in this work will have a positive impact on educational work.
• Exchange of experience and content, analysis of interesting cases and deeper knowledge not only of the regional context, but also of the specifics of problems existing in other parts of the country, will expand the boundaries of perception. The creation of such a “community” will lead to an awareness of the importance of such work, raising the self-esteem of civil servants.
Of course, do not forget about self-defense against online radicalization. For the safety of citizens of our country, it is recommended to visit only verified Internet resources of official state bodies and religious associations.
If you or your family have suffered from the influence of destructive religious organizations, you should contact the center’s helpline.
The target audience of the work being carried out are young people, believers, civil servants and “broad segments of the population, including the working and rural population” – that is, in fact, the entire people of Kazakhstan
Secular society and high spirituality are our main values.
Spiritual and religious values should contribute to the prosperity of the country, create favorable conditions for the development of all spheres.

Kazakhstan is often called the intersection of civilizations. Since ancient times, various religious beliefs have been developing and forming on the territory of modern Kazakhstan. Traces of the spread of Buddhism, Zoroastrianism, Nestorianism, as well as Tengrianism were found here. Religion in Kazakhstan covers dozens of confessions and teachings. There are followers of almost all world religions in Kazakhstan: Islam, Christianity, Judaism, Buddhism, Hinduism, as well as ancient polytheistic cultures and modern neoplasms.
Despite the abundance of various religions in Kazakhstan, the majority of the population is divided into Muslims professing Sunni Islam and adherents of Russian Orthodox Christianity.
The basis of a secular state is freedom of conscience, equality of religious beliefs, and the neutrality of political power in relation to religious denominations. The secular State implements the citizens’ right to freedom of religion and legal regulation of the activities of religious associations. The system of relations between the State and religious associations is not isolated from the rest of the system of public relations. Religious associations are part of the Kazakh society, institutions, and believers are full citizens of the Republic of Kazakhstan.
In the context of the above, it should be noted that the secular nature is one of the fundamental principles of the creation and functioning of the modern legal state of Kazakhstan. State authorities are created and operate on the basis of the Constitution of the Republic of Kazakhstan, and not on the basis of canon law.
Currently, on the basis of the fundamental provisions of the Constitution, the Law of the Republic of Kazakhstan “On Religious Activities and Religious Associations” adopted in 2011 is in force, which is a legal mechanism for the realization of citizens’ right to freedom of conscience, enshrined in the basic law, international acts and agreements on human rights. In the conditions of secular Kazakhstan, the principle of separation of religious associations from the state is of priority importance, according to which:
– religious associations are not subjects of political activity;
– does not participate in public administration, formation of state bodies.
The Constitution guarantees everyone freedom of conscience, and also prohibits any form of discrimination on religious, ethnic and other grounds. Freedom of conscience means the right of every citizen to independently choose a system of spiritual values for himself. Ensuring the realization of human rights to freedom of religion of citizens belongs to the vital interests of the Republic of Kazakhstan as a multi-confessional country and is one of the main components of its democratic and legal development.
Kazakhstan relies on generally recognized international human rights instruments in its activities. Kazakhstan’s regulatory framework in the field of ensuring religion and freedom of religion complies with pan-European and world democratic standards. According to the conclusions of many experts, the country’s legislation complies with the basic principles underlying international standards adopted by the OSCE and a number of other international organizations, as well as the experience of developed democratic states of the world.
Favorable conditions have developed in the republic for living together and effective interaction between representatives of various religions and confessions. The model of interfaith relations in Kazakhstan has become unique for other countries. It is known that the wealth of the world lies in its extraordinary diversity. In this regard, the statement of the researcher of Eurasianism L. N. Gumilev that “ethnic diversity is the optimal form of human existence” is legitimate. Kazakhstan is called the “crossroads of civilizations”. Kazakhstan is a natural border between the world’s largest religions – Islam, Christianity and Buddhism. For centuries, representatives of different peoples and ethnic groups have lived and worked here together.

A destructive religious organization is a structure that threatens legitimate human rights and freedoms, spreads radical religious ideas and destroys spiritual, psychological and physical health of a person, causes material damage, calls into question the foundations of statehood, incites interreligious and international conflicts, does not recognize traditional family values and encourages abandoning civic duty.
Visitors have important financial resources of recruiters and well-developed methods of processing and processing human consciousness.Reference data of residents, information about the time of their residence in apartments are taken into account. Destructive religious movement-values the spiritual state of its members, first of all their activity. The available financial instruments allow you to rent a room, print beautifully illustrated literature, finance television and radio broadcasting. Many destructive religious organizations are calling for “peace.” They do not take up arms, they can deny state power and even oppose it. They may preach hatred of traditional religions.
People in the state and society often differ in their social status and profession.
People still share a religious basis. If he belongs to one of the destructive religious organizations, he will be excluded from society while he is there. It is important to remember that recruiters, often engaged in hiring new members, have methods of psychological influence with which they hire new adherents, so the more experienced and competent the recruiter, the more difficult it will be to resist his influence. People with certain psychological problems, suffering from severe stress or depression, as well as those who are going through difficult life situations, easily influence recruiters because their psychological defense mechanisms cannot fully function. However, all the reasons why people succumb to the manipulations of sectarians and fall into destructive religious movements are much broader:
For example, the search for truth. Global issues such as the meaning of life, the purpose of man on earth, the origin of man, etc., have attracted people at all times. At first glance, it seems that while communicating with recruiters, they have answers to all their questions, and they speak with absolute confidence about their beliefs, but they do not talk about everything at once, but promise to reveal the truth in the further process of communication and training. This trick works, and the interested person goes to the recruiter for answers to his questions.
The search for communication and understanding. Lonely and insecure people who find it difficult to find a common language with others will gladly support a conversation with smiling and kind “preachers” walking down the street, especially since these preachers can communicate not only on a religious topic, but also on topics interesting to the interlocutor. Therefore, after several conversations with a recruiter, a person usually agrees to attend their meeting, at which a psychological method called “love bombardment” is used for a beginner. This method treats a person attending a group meeting for the first time with great attention and care from all members of the sect, constantly praises him and expresses joy at participating in their meeting. Such attention and care do not charm a person who has recently felt lonely and is not needed by anyone, so he begins to attend meetings regularly to feel needed and important. Lonely people tend to be more dependent on the sect than others, because they are motivated by a destructive cult not only for moral and psychological, but also for social reasons.
Those who have recently experienced grief are easy “prey” for recruiters. Solving problems and finding solace. There are difficult situations in every person’s life-the death of a loved one, divorce from a loved one, great difficulties in a career or business, etc. Such problems are very complex, sometimes they cannot be solved, they need to be overcome. In difficult life situations, a person is very vulnerable, so many people join destructive religious organizations during life difficulties. Recruiters not only show understanding, care and kindness, but also offer solutions to problems that at first glance are unsolvable: a person who has recently lost loved ones is told about the promised eternal life and resurrection from the dead; a person facing financial difficulties – about a new world in which money does not matter; recently, who suffers from a serious illness – about the miraculous treatment, etc. Therefore, people begin to serve the cult, trusting sectarians, hoping for a good, happy life and expecting that everything promised will come true soon.
Being in a destructive religious organization can make you feel like you are involved in a select group. Search for an opportunity to realize yourself. Self-realization is one of the most important social needs of a person, and people who cannot succeed, realize themselves in a profession, a favorite business, etc., can look for such an opportunity in a destructive cult. Since so much attention is paid to newcomers in such organizations, they are constantly praised and encouraged, it is not surprising that many new adherents of a destructive religious organization feel significant and useful when they attend group meetings. One of the main duties of recruiters is to hire new adherents, and members who do this job better than others are praised and encouraged in all respects. That is why many people feel that they can realize themselves in a religious organization by “passing the truth to people” and attracting new members.
Thus, we can conclude about imitation or an attempt to understand a loved one. This reason is already skillful in relation to those who have a loved one. A person either tries to understand what a loved one has found in the sect, and begins to study the teachings of the organization and attend meetings, not noticing how he is gradually drawn into the sect, or decides to join the organization so as not to lose the opportunity to communicate with it, and accompanies a loved one. It is also not uncommon for fans of a famous person who is a master of a certain cult to imitate their idols and join this religious organization.
