During the event, the importance of state symbols as a key element in the formation of Kazakhstan’s patriotism and national identity was discussed. The round table was moderated by the Director Of the library of Elbasy, doctor of political science, Professor Amerkhan Rakhimzhanov. Congratulating the participants on the Day of state symbols of the Republic of Kazakhstan, he noted that this holiday is a special page in the history of independent Kazakhstan, an important stage in the formation of true sovereignty. State symbols are the most important attributes of the country, embodying national and cultural identity, political values and goals of the state. Determining their significance, the head of State stressed: “State symbols are one of the foundations of our state, our sovereignty. The creation of the state symbols was attended by the broadest segments of the population, representatives of the public, scientists and ordinary citizens. A STUDENT OF KARAGANDA STATE INDUSTRIAL UNIVERSITY TOOK THE SECOND PLACE IN THE INTERNATIONAL COMPETITION OF STUDENT SCIENTIFIC PAPERS
The international competition of student research papers was held at the Kremenchug – Ostrogradsky national University during the 2019/2020 academic year. The competition is co-organized by the following foreign institutions: Matej Bel University (Slovakia), Institute of business and technology (Czech Republic), Higher school of European and regional studies (Czech Republic), Baranovichi state University ( Belarus), Eurasian University. Gumilyova (Kazakhstan), Karaganda state industrial University (Kazakhstan), Isma Higher school of information systems management (Latvia), Alytus College of the University of applied Sciences (Lithuania), Lublin Polytechnic Institute (Poland), Wroclaw University of Economics (Poland). The purpose of the competition is to promote the integration of Ukraine into the European educational and research space, expand international relations, stimulate innovative activity of students, their acquisition with the use of modern technologies, create conditions for the formation of the intellectual potential of talented youth. The competition was held in the following specialties: – “Management»; – “Entrepreneurship, trade and exchange activity»; — «Economy»; – “Electricity, electronics and electrical engineering»; — «Ecology»; — «Road transport»; — «Transport technology»; — “Professional education (by profession)»; – “Automation and computer-integrated technologies»; — «Philology». Summing up the results of the competition was held on may 30, 2020 during the scientific and practical Skype conference of Krnu. According to the results of two rounds, master’s student of Karaganda state industrial University Batyrbekalibek took the second place. Currently, in accordance with paragraph 17 of article 47 of the Law of the Republic of Kazakhstan “on education”, there are rules of mandatory working out for at least three years after completion of training, for the following categories of citizens:
Joint-stock company “Financial center” is an authorized agent of the authorized body in the field of education to ensure monitoring and control over compliance with the performance of young professionals of their duties to work out and reimburse budget expenditures, in case of failure to work out. The procedure for sending young specialists and doctors of philosophy (PhD) to work in the relevant organizations is established in the Rules for sending specialists to work, approved by the decree of the Government of the Republic of Kazakhstan dated March 30, 2012 No. 390. The provision of vacancies, distribution, referral to work and subsequent employment are carried out through the interaction of higher education institutions, local Executive bodies, employers and graduates themselves. A Commission for the distribution of young specialists will be created on the University’s platform. The law provides for cases of self-employment, as well as defines the conditions for exemption from the obligation to work. If there are no vacant jobs at the time of distribution, young professionals and doctors of philosophy (Phd) are subject to registration as unemployed at the place of residence with the time spent on the register as unemployed in the period of working out. Among other things, the graduate can be released from working out. The conditions for release or postponement are stipulated in advance by law. Exemption from the obligation to work under the Law is granted by the decision of the Commission on personal distribution of young professionals (must be confirmed by relevant documents) to the following categories: 1) to persons in case of absence of vacancies in the locality at the place of residence, work or service of the spouse); 2) disabled people of group I and II; 3) persons who have entered for further training in the master’s degree, residency, doctorate (on a paid basis, state order or when entering a foreign educational organization); 4) pregnant women, persons who have, as well as independently raising a child (children) under the age of three years. Deferral is granted to students upon admission or conscription for military service a young specialist is granted a deferral (on the basis of a written application and supporting document) and for the duration of service, without setting off the time of service in the period of completion. If you enroll in the master’s program in the year of graduation of the bachelor’s degree, the student is exempt from working for the bachelor’s degree. For failure to fulfill the obligation to work out, a young specialist is obliged to reimburse the expenses incurred at the expense of budget funds in connection with his training to the national budget (paragraph 17-4 of article 47 of the Law). Ensuring monitoring and control over compliance with the fulfillment by individuals of their obligations to work out or reimburse expenditures of budget funds, in case of non-working out, is assigned to the authorized agent of the authorized body in the field of education (JSC “Financial center”). Students of our University took an active part in the conversation, receiving detailed answers to their questions. At the end of the broadcast, the representative of JSC “Financial center” told the participants that graduates of higher education institutions should get a job no later than September 1, 2020. JSC “Financial center” monitors the process of employment of graduates. If in the year of graduation before the first of September, the graduate did not get a job in the specialty, the financial center sends a notification to the address of residence. As noted by the representative of JSC “Financial center” Kiselevskugol: — ….”In September of each year, the financial center sends requests to universities to find out how many grantees have got a job in their specialty. For others, the University or employment center is trying to find a job. If the distribution work is found, but the graduate did not show up, the financial center begins the procedure of pre-trial recovery of money (which the state paid for training). The independent Agency for quality assurance in education-Rating (IQAA-Ranking) presented the results of the rating of the best higher education institutions in Kazakhstan for 2020, which is published for the twelfth consecutive year, since 2008, and is based on international standards for ranking higher education institutions. According to the results of the national rating, Karaganda state industrial University took the 9th place, thus entering the top ten technical universities in our country. Satbaev University led the national ranking of universities in demand in Kazakhstan-2020. As you know, ratings and their recognition are of particular importance in our country both in terms of the development of the education system and improving the competitiveness of educational programs, as well as the growth of employment, the level of employment of graduates of educational organizations, business development and the national economy as a whole. The rating of higher education institutions allows you to determine the competitive advantages of a higher education institution, increase its authority and raise its image on the national and international markets of educational services. The rating is the degree of popularity of universities, an indicator of trust on the part of stakeholders and the effectiveness of implemented educational programs in the context of global development of the world educational space. The national rating allows universities to inform society, promote their educational programs, attract more students, and most importantly, improve the quality of educational services. The rating of universities becomes an important tool of the education system and always arouses great interest among the public of the Republic. Developed by the Agency IQAA-Ranking methodology institutional National ranking of universities scientifically justified and approved by international experts in the field of higher education at conferences of the International Observatory on academic rankings and excellence (IREG) in Shanghai and Bratislava have been published in scientific journals “Higher Education in Europe” (London) and “Journal of Higher Education” (Shanghai), discussed in the book by the famous expert on higher education Professor Heiselkorn “Ratings and transformation of higher education” (Ireland) and in an article in the famous American newspaper “Inside Higher Education”. IQAA Ranking Agency is one of the seven co-founders of the International Observatory for academic ratings and excellence (IREG), which represents rating agencies from all over the world, including such world-famous ones as US News&World Report, Academic Ranking of World Universities (Shanghai), etc., which currently represents 58 organizations from 24 countries. The presented rating is a multidimensional rating, since they can be divided into ten different sub-ratings, which can be found on the Agency’s website. Academic statistical indicators cover the quality of the teaching staff, the composition of students and the results of their training, scientific and innovative activities of universities, international cooperation, as well as the evaluation of University websites.
