KARAGANDA INDUSTRIAL UNIVERSITY CONTINUES TO WORK WITH THE PROJECT OFFICE «SANALY URPAQ».
On June 17, 2021, at the invitation of the Ministry of Education and Science of the Republic of Kazakhstan, the head of the republican project office «Sanaly urpaq» Tokushev Kayyrzhan Akhmetbekovich held an online seminar on the topic: «Issues of preventing corruption in education.»
The seminar was attended by employees of the Ministry of Education and Science of the Republic of Kazakhstan, management and commissioners for ethics and anti-corruption of 28 universities, 26 research institutes, 16 centers and joint-stock companies subordinate to the Ministry of Education and Science of the Republic of Kazakhstan, as well as 17 representatives of regional and city education departments.
From the Karaganda Industrial University, the dean of the School of Integrity Kapasheva Zhania Kudaibergenovna took part in the online seminar.
The seminar was opened by Kenzhegul Tokenovna Bekimova, Commissioner for Ethics of the Ministry of Education and Science of the Republic of Kazakhstan.
In his speech, K.A. Tokushev cited statistical data on corruption offenses in the field of education for 2018-2020 and 5 months of 2021. So, for the specified period, 445 corruption offenses were registered (2018- 145, 2019-161, 2020 – 181, 5 months 2021 -58). For their commission, 246 persons (99, 109, 93 and 21, respectively) were brought to criminal responsibility, 136 were convicted (61, 58, 84 and 4).
Crimes in this area are typical for all regions of the republic, while the largest number of involved persons falls on the East Kazakhstan (48), Zhambyl (29), Atyrau and Turkestan (24), as well as Kyzylorda (18) regions.
Basically, decisions made in the field of public procurement and distribution of funds within the framework of government programs by taking bribes for being recognized as a winner of a competition, signing fictitious acts, embezzling money in a criminal conspiracy, etc. are corrupt.
The speaker also spoke about the problems that need to be addressed and the necessary anti-corruption measures, giving specific examples.
The participants of the seminar received answers to their questions and expressed their gratitude to the speaker for a detailed explanatory conversation.
