What is the Government Purchases?
Government purchases are purchases, i.e. acquisition of goods, works, services for the state needs.
These purchases are carried out at the expense of means of the taxpayers accumulated in the relevant budgets and off-budget funds. This circumstance has to be decisive at reference of purchasing activity of these or those subjects of civil law to the sphere of government purchases (“the principle of a source of means”).
Government purchases are carried out according to specially developed procedures and the rules fixed in the legislation.
