1 Scope
The present standard establishes requirements to the maintenance of educational programs of doctoral studies of PhD, an educational trajectory being trained, to structure and the content of education, an assessment of the education level received by graduates and the academic degree.
The standard is harmonized with the international documents in the sphere of the higher education, recommendations of the programs “User’s Guide ECTS” (“ECTS Users’ Guide”), “Control of educational structures in the European higher education institutions” (“Tuning Educational Structures in Europe”).
Provisions of the standard are obligatory for application by higher educational institutions of the Republic of Kazakhstan (further – higher education institutions), carrying out preparation of doctors of philosophy (PhD) and/or doctors on a profile irrespective of their form of ownership, departmental subordination and an organizational and legal form.
The standard also can be used by state bodies, accreditation bodies, the commissions on licensing and certification of the organizations of science and education, educational and methodical sections (councils) on specialties, employers and forms a basis for an assessment of quality of preparation of doctoral candidates.

3 Terms and definitions
In the present standard reductions, terms and definitions according to the Law of the Republic of Kazakhstan “About education” (2007), State obligatory standard of education of the Republic of Kazakhstan 5.04.019-2011 “The higher education are applied. Bachelor degree. Basic provisions”, State obligatory standard of education of the Republic of Kazakhstan 5.04.033-2011 “Postgraduate education. Magistracy. Basic provisions”, the Bologna declaration (1999) and other international documents in education, the European transfer system and accumulation of the credits.
In addition to them in the present standard the following terms and definitions are established:
3.1 Doctoral studies: The professional educational program of postgraduate education directed on preparation of scientific and pedagogical staffs with award to a scientific degree the doctor of philosophy (PhD) or the doctor on a profile with standard term of training not less than 3 years.
3.3 Doctoral candidate: The person which is training in doctoral studies.
3.5 Doctoral dissertation: The scientific work representing independent research in which the theoretical provisions which set can be qualified as new scientific achievement are developed, or is solved the scientific problem having important welfare or economic value, or scientifically reasonable technical, economic or technological solutions which introduction makes the significant contribution to national economy development are stated.
4 General provisions
4.1 Educational programs of doctoral studies are realized by the higher education institutions having the license on jurisprudence of educational activity on the corresponding specialties of doctoral studies, irrespective of departmental subordination and form of ownership.
4.2 Higher education institutions of the Republic of Kazakhstan carry out preparation of doctors of philosophy (PhD) and doctors on a profile according to:
– the state obligatory standards of education on specialties of the doctoral studies, developed on the basis of the present standard;
– Qualifier of specialties of the higher and postgraduate education of the Republic of Kazakhstan;
– working curricula, academic calendar;
– individual curricula of doctoral candidates;
– training programs on disciplines.
4.3 Preparation of scientific and pedagogical staff is carried out in doctoral studies with award of a scientific degree of the doctor of philosophy (PhD) and the doctor on a profile with training term not less than three years.
4.4 The educational program of preparation of the doctor of PhD has a scientific and pedagogical focus and assumes fundamental educational, methodological and research preparation and profound studying of disciplines in the corresponding directions of sciences for system of the higher and postgraduate education and the scientific sphere.
4.5 The educational program of preparation of the doctor on a profile assumes fundamental educational, methodological and research preparation and profound studying of disciplines in the corresponding directions of science for branches of national economy, the social sphere: educations, medicine, rights, arts, services sector and business.
4.6 Training in doctoral studies is carried out only in an internal form on the basis of the state educational order.
4.7 The higher education institution realizing educational programs of doctoral studies has to have cooperation agreements in the field of education and sciences with foreign higher education institutions and the scientific centers realizing accredited educational programs of doctoral studies.
4.8 To the persons which mastered an educational program of doctoral studies and have defended the doctoral dissertation, the scientific degree of the doctor of Ph.D or the doctor on a profile is awarded.
4.9 Provisions of the present standard has the following purposes:
– providing a quality assurance of education at the expense of presentation of obligatory requirements to level of preparation of doctoral candidates and educational activity of higher educational institutions;
– streamlining of the rights of subjects of educational activity;
– increase of objectivity and informational content of an assessment of preparation of doctoral candidates and quality of educational programs;
– creation of conditions for the academic mobility of doctoral candidates and higher education institution faculty;
– ensuring functioning of uniform educational space of Kazakhstan;
– ensuring recognition of documents of the Republic of Kazakhstan about award of a scientific degree the doctor of Ph.D or the doctor on a profile in the international educational space and on the international labor market.
4.10 The state obligatory standard of formation of specialties of doctoral studies have to correspond to provisions of the present standard and define set of requirements to structure, volume and the maintenance of educational programs of doctoral studies, to standard terms of training and level of preparation of doctoral candidates.
The list of specialties of doctoral studies of higher education institution has to correspond to the approved Qualifier of specialties of the higher and postgraduate education of the Republic of Kazakhstan.
Educational programs of specialties of doctoral studies are developed by higher education institution independently according to the Dublin descriptors coordinated with the European frame of qualifications.
The Dublin descriptors representing the description of level and volume of knowledge, abilities, skills and the competences acquired by being trained upon completion of an educational program of each level (step) of the higher and postgraduate education, are based on results of the training, the created competences, and also total of credit (test) units of ECTS.
5 Requirements to structure and maintenance of educational programs of doctoral studies
5.1 The structure of an educational program of doctoral studies contains two equivalent components: educational and scientific, defining the content of education, their ratio, measurement and the account also reflects.
5.2 The educational program of doctoral studies contains:
– the theoretical training including studying of a cycle of the basic and main subjects;
– professional practice;
– research (experimental and research) work, including implementation of the doctoral dissertation;
– intermediate and total certifications.
5.3 The accounting of labor input of all types of works is carried out on the volume of the mastered material and measured in the credits. Thus the accumulative credit system considering the credits, mastered on the previous education levels works.
On “entrance” the doctoral candidate has to have all pre-requisites necessary for development of the appropriate professional training program of doctoral studies. The list necessary pre-requisites is defined by a higher educational institution independently.
In the absence of necessary pre-requisites the doctoral candidate is allowed to master them on a paid basis. In this case training in doctoral studies begins after full development by the doctoral candidate pre-requisites.
5.4 At the organization of educational process on credit technology of training the volume of a subject matter has to make an integer of the credits. Thus the discipline is, as a rule, estimated not less than 3 credits.
5.5 In all forms of curricula of doctoral studies the uniform system of the coding of subject matters is used.
Each discipline has to carry one not repeating name. It has to accustom to one academic period at the end of which doctoral candidates hand over total control in the form of examination.
5.6 Educational programs of doctoral studies are projected on the basis of modular system.
5.7 The cycle of basic disciplines consists of disciplines of an obligatory component and a component for choice.
5.8 The volume of disciplines of a cycle of Basic disciplines makes 50% from the total amount of disciplines of the standard curriculum or 15 credits, from them 20% are taken away on disciplines of an obligatory component and 80% – on disciplines of a component for choice.
5.9 The volume of a cycle of the main subjects makes 50% from the total amount of disciplines of the standard curriculum or 15 credits.
Disciplines of a cycle of profile disciplines belong to a component at a choice and are defined by higher education institution independently.
5.10 The list of disciplines of an obligatory component is defined by the standard curriculum. Reduction of volume of disciplines of an obligatory component isn’t allowed.
5.11 The list of disciplines of a component for choice is defined by higher education institution independently according to inquiries of employers and requirements of a labor market.
5.12 The structure of an educational program of doctoral studies also provides:
– research and innovative activity, including implementation of the doctoral dissertation;
– practical preparation being trained, including different types the practician and training.
5.13 The maintenance of an educational program of doctoral studies is established according to Таble 1

5.14 Results of scientific researches of the doctoral candidate have to be published in scientific, scientific and analytical and scientific and practical editions according to Rules of award of scientific degrees.
6 Requirements to planning of the content of education
6.1 The organization of educational activity is carried out by means of planning of educational process and the content of education, a choice of ways of their carrying out.
6.2 The structure of the content of education is defined according to the established requirements to registration and measuring instruments of education: to curricula and programs, volume of an academic load, duration of the academic periods, types of the academic occupations, volume of a training material, etc.
6.3 The education program establishes requirements to the maintenance of educational programs of specialties and subject matters.
The educational program of preparation of the doctor includes the curriculum, educational and methodical complexes of disciplines, programs the practician (pedagogical/professional) and the individual plan of research work.
6.4 Planning of the content of education, way of the organization and carrying out educational process is carried out by a higher educational institution independently on the basis of credit technology of training.
6.5 Planning and the organization of educational activity is carried out on the basis of curricula.
6.6 Curricula are subdivided into standard, individual and working.
SSP are developed on concrete special doctoral studies on the basis of the state obligatory standards of education and approved by authorized body in the field of education.
In SSP labor input of each subject matter of an obligatory component and each type of educational activity (practice, scientific and research work of doctoral candidate, complex examination, registration and protection of the doctoral dissertation) in the credits is defined, and the component for choice on each cycle of subject matters is specified by total of the credits.
6.7 In addition to SSP annually the higher education institution develops the catalog of elective disciplines (CED) which represents the systematized annotated list of all disciplines of a component for choice.
6.8 On the basis of SSP and CED as a doctoral candidate ISD are formed. By ISP the doctoral candidate and separately determines an individual educational trajectory of everyone.
ISP join disciplines of an obligatory component from SSP and discipline of a component for choice from CED. The volume of each discipline of an obligatory component and total of the credits of a component for choice, mastered by the doctoral candidate, have to be not less, than it is established by the State obligatory standard of education.
6.9 Working studying plan is developed for academic year on the basis of SSP specialty and ISP of doctoral candidates and approved as the head of the organization of education on the basis of the solution of the Academic council.
Working studying plan forms a basis for drawing up lesson schedule and calculation of labor input of study of the teacher.
6.10 The form, structure, order of development and the statement of ISP and WSP are defined by higher education institution independently.
6.11 The maintenance of all subject matters is defined by training programs. Training programs are subdivided on standard and силлабусы.
Standard training programs are developed on disciplines of an obligatory component and approved by authorized body in the field of education.
Sillabuses are developed on all disciplines of the curriculum and are approved by a higher educational institution independently. Thus development of sillabuses on disciplines of an obligatory component is carried out on the basis of standard training programs, and on disciplines of a component for choice – higher education institution independently.
6.12 The doctoral candidate is trained on the basis of the individual plan of work which is formed by means of an edvayzer and scientific consultants.
6.13 The individual plan of work of the doctoral candidate is formed for the entire period of training which includes the following sections:
– The individual curriculum (if necessary it can annually be specified);
– research / experimental-research work (subject, research direction, terms and reporting form);
– to practice (program, base, terms and reporting form);
– subject of the doctoral dissertation with justification and structure;
– plan of implementation of the doctoral dissertation;
– plan of scientific publications and training, including foreign.
6.14 Studies in doctoral studies have to be carried out with use of innovative technologies and interactive methods of training.
6.15 When planning educational process the higher education institution is guided by norms of distribution of components of an educational program of doctoral studies according to the Appendix 1.
7 Volume of an academic load of doctoral candidates
7.1 Volume of an academic load of doctoral candidates measures in credits, mastered by them within academic year.
7.2 Planning of an academic load of professorial and teaching structure is carried out in the class periods representing time of contact work of the teacher with being trained on the schedule on classroom studies or on separately approved schedule for other types of study.
One class period of classroom work is equal to 50 minutes. The exception is made by studio and laboratory researches where the class period is equal to respectively 75 minutes – for studio occupations or to 100 minutes – for laboratory researches.
One class period of all types of practice, research work and total certification of doctoral candidates is equal to 50 minutes.
7.3 When planning volume of study recognize that one credit it is equal to 15 class periods:
– classroom work of the doctoral candidate throughout the academic period in the form of a semester;
– works of the doctoral candidate during professional practice;
– works of the doctoral candidate with scientific consultants during research (experimental and research) work of the doctoral candidate;
– works of the doctoral candidate on writing and protection of the doctoral dissertation;
– works of the doctoral candidate on preparation and delivery of complex examination.
7.4 The academic load of the being trained is defined by duration of class period and volume of class periods (contact hours for 50 minutes), accompanying class periods for different types of study.
One class period of classroom work can be equal to 50, 75 or 100 minutes. Class periods of classroom work of the being trained are supplemented with the corresponding number of hours of Independent work of the doctoral candidate in such a way that on one credit the total academic load of the doctoral candidate in a week throughout the academic period in the form of a semester is equal to 7 hours.
Each class period of practice is accompanied by the corresponding number of hours (for 50 min.) additional work of the being trained: 1 hour – for student teaching, 4 hours – for work practice and 7 hours – for research practice.
Each class period of research work of the doctoral candidate / experimental research work of the doctoral candidate, including implementation of the doctoral dissertation, is accompanied 7 for hours of independent work of the doctoral candidate.
Each class period of total certification represents class period of contact work of the doctoral candidate with the teacher of writing and protection of the doctoral dissertation or work of the doctoral candidate with the teacher of preparation and delivery of complex examination. Each class period of total certification of the being trained is accompanied 6 for hours of independent work of the doctoral candidate.
7.5 At credit technology of training the volume of the independent work performed by doctoral candidates which is subdivided into two look – for independent work of the doctoral candidate under the leadership of the teacher and on that part which is performed completely by doctoral candidates independently (independent work of the doctoral candidate) increases.
7.6 Independent work of the doctoral candidate under the leadership of the teacher is an out-of-class type of work of the doctoral candidate which is performed by it in contact with the teacher. Independent work of the doctoral candidate with the teacher is performed on the separate schedule which isn’t included into the general schedule of studies.
7.7 The ratio between Independent work of the doctoral candidate on the teacher and independent work of the doctoral candidate in a total amount of independent work decides by higher education institution independently.
7.8 For such types of study as studio and laboratory researches, research (experimental and research) work of the doctoral candidate, total certification need of planning of Independent work of the doctoral candidate with the teacher and its volume are established by higher education institution independently.
7.9 Academic year in doctoral studies consists of the academic periods, including research / experimental-research work, the period of intermediate certification / total control, the practician, vacation and on a final year – total certification.
7.10 The academic period depending on its form has for a semester – duration of 15 weeks, for a trimester – 10 weeks and for a quarter – 8 weeks.
7.11 Duration of intermediate certification / total control makes not less than 1 week.
In a total assessment on discipline the share of an assessment of the current progress has to make not less than 60%, and a share of an assessment of total control – not less than 30%.
7.12 Vacation is provided to doctoral candidates after each academic period, thus duration of vacation time in academic year has to make not less than 5 weeks.
7.13 Practice of doctoral candidates is carried out according to the approved academic calendar and the individual plan of work in the volume established by the corresponding state obligatory standard of education in the specialty.
7.14 Duration the practician is defined in weeks proceeding from a standard time of work being trained in practice within a week, to equal 30 hours (6 hours a day at 5-day working week). For calculation of number of weeks practice volume in the credits is multiplied by labor input of the corresponding type of practice in contact hours and shares on period of operation being trained in practice within a week, that is at 30 hours.
Labor input of 1 credit of practice makes 30 hours (for 50 min.) for student teaching, 75 hours (for 50 min.) for work practice and 120 hours (for 50 min.) for research practice. Practice duration on 1 credit in weeks makes: 1 week – for student teaching, 2.5 weeks – for work practice and 4 weeks – for research practice.
7.15 Planning of total certification being trained and research work of the doctoral candidate / experimental-research works of the doctoral candidate in weeks is defined proceeding from a standard time of work of the doctoral candidate within a week, to equal 54 hours (9 hours a day, including independent works of the doctoral candidate, at 6-day working week).
7.16 To one credit of research work of the doctoral candidate there correspond 120 (15х8) business hours of the doctoral candidate, i.e. 2,2 weeks.
To one credit of total certification corresponds 105 (15х7) hours, that is 2 weeks. From them 15 contact business hours of the doctoral candidate with the teacher and 90 hours of independent work of the doctoral candidate.
On preparation and delivery of complex examination 1 credit (2 weeks) is taken away.
On registration and protection of the doctoral dissertation 4 credits, i.e. 8 weeks are taken away.
7.17 Implementation of the doctoral dissertation is carried out during research work of the doctoral candidate / experimental-research works of the doctoral candidate.
7.18 Introduction of a summer semester except for a final year up to 6 weeks for satisfaction of requirements for additional training, elimination of the academic debt or a difference in curricula, development of the credits in other higher education institutions with their obligatory reoffset in the higher education institution is allowed.
7.19 Scientific component of an educational program is formed from research / experimental-research works of the doctoral candidate, scientific publications and writing of the doctoral dissertation.
7.20 The main criterion of completeness of educational process on preparation of doctors of philosophy (PhD) or the doctor on a profile is development by the doctoral candidate not less than 60 credits, from them not less than 30 credits of theoretical training, and also not less than 6 credits of practice.
In case of early development of an educational program of doctoral studies and successful protection of the thesis to the doctoral candidate the scientific degree the doctor of Ph.D or the doctor on a profile irrespective of training term is awarded.
7.21 The doctoral candidate who has ended profile doctoral studies, can be engaged in scientific and pedagogical activity only in case of development by him of a cycle of disciplines of a pedagogical profile and passing of student teaching. This cycle accustoms during the additional academic period (if it isn’t provided by the curriculum), at the end of which to it the corresponding certificate to the main diploma is issued.
7.22 To the doctoral candidate who has mastered a full theoretical course of an educational program of doctoral studies, but not defended in due time the doctoral dissertation, training term in doctoral studies lasts on a paid basis.
7.23 To the doctoral candidate who has mastered a full course of theoretical training of an educational program of doctoral studies, but not executed research to a component, opportunity repeatedly to master the credits research components and to defend the dissertation next academic year on a paid basis is given.
8 Requirements to the educational environment of doctoral studies
8.1 The higher education institution will organize educational process in doctoral studies according to the obtained license and has to observe the qualification demands made to educational activity at licensing.
8.2 The higher education institution provides educational activity by the corresponding material base, the qualified faculty, a library stock, access to the Internet and to other information resources, a hostel of nonresident doctoral candidates.
8.3 Requirements to material support:
The higher education institution realizing programs of doctoral studies, has to have material base (classroom fund, computer classes, laboratories, instrument providing, share materials), meeting operating sanitary standards and providing carrying out all types of the theoretical and practical preparation provided by the curriculum, and also effective implementation of research and experimental and research work of the doctoral candidate.
8.4 Requirements to development of an educational program of preparation of doctoral candidates, including scientific researches:
The higher education institutions realizing programs of preparation of doctors of Ph.D and doctors on a profile, develop and approve necessary educational and methodical documents (the working curriculum, programs of subject matters and the practician, programs of research / experimental and research work, etc.).
Programs of subject matters are developed by the higher education institutions realizing educational programs of doctoral studies, on the basis of the state obligatory standards of education on specialties of doctoral studies.
Educational programs of doctoral studies regarding vocational training have to be developed on the basis of studying of experience of highly rating foreign higher education institutions and the scientific centers realizing accredited programs of preparation of doctors of Ph.D or doctors on a profile.
8.5 Requirements to educational methodically and information support:
Educational and methodical and information support of educational process has to guarantee possibility of high-quality development by doctoral candidates of an educational program of doctoral studies.
Realization of an educational program has to be provided with a free access to the international information networks, electronic databases, to library stocks, computer technologies, educational and methodical and scientific literature.
Information and educational and methodical support is carried out with consecutive strengthening of emphasis on independent work of doctoral candidates.
8.6 Requirements to the organization of practice and scientific training:
Practice is carried out for the purpose of formation of practical skills of scientific, professional activity.
The educational program of doctoral studies has to include:
– research practice – for being trained according to the program of the doctor of philosophy (PhD);
– work practice – for being trained according to the program of profile doctoral studies.
Research practice of the doctoral candidate is carried out for the purpose of studying of the latest theoretical, methodological and technological developments of domestic and foreign science, and also fixing of practical skills, application of modern methods of scientific researches, processing and interpretation of experimental data in dissertation research.
Work practice of the doctoral candidate is carried out for the purpose of fixing of the theoretical knowledge received in the course of training, and increase of professional level.
The contents research and production the practician is defined by a subject of the doctoral dissertation.
All types the practician are realized according to the individual curriculum in the terms determined by the academic calendar and the individual plan of work of the doctoral candidate.
The individual plan of work of the doctoral candidate provides obligatory passing of foreign scientific training.
8.7 Requirements to research work of the doctor who was trained on the program of philosophy (PhD):
Research work of the doctoral candidate has to:
– to correspond to the main perspective of specialty on which the doctoral dissertation is defended;
– to be actual, to contain scientific novelty and the practical importance;
– to be based on modern theoretical, methodical and technological achievements of science and practice;
– to be based on modern methods of processing and interpretation of the computer technologies given with application;
– to be carried out with use of modern methods of scientific researches;
– to contain research (methodical, practical) sections on the basic protected provisions.
8.8 Requirements to experimental and research work of the doctor who was trained on the program on a profile:
Experimental and research work of the doctoral candidate has to:
– to correspond to the main perspective of specialty on which the doctoral dissertation is defended;
– to be actual, to contain scientific novelty and the practical importance;
– to be based on modern achievements of science, equipment and production and to contain concrete practical recommendations, independent solutions of administrative problems of complex, interfunctional character;
– to be carried out with application of the advanced information technologies;
– to contain experimental and research (methodical, practical) sections on the basic protected provisions.
8.9 Results of research / experimental-research works at the end of every period of their passing are made out by the doctoral candidate in the form of the summary record.
8.10 Final result of research / experimental and research work of the doctoral candidate is the doctoral dissertation.
8.11 The main results of the doctoral dissertation have to be published according to point 5.14.
8.12 Requirements to the contents and registration of the doctoral dissertation, their preparation and protection are defined by regulations of authorized body in the field of education.
8.13 The doctoral dissertation surely has to pass check about loan without the link to the author and a loan source (verification of the thesis about plagiarism) who is carried out by the National center of scientific and technical information.
8.14 Requirements to staffing of higher education institution are defined by the qualification demands made to educational activity at licensing.
8.15 Schools of sciences have to be recognized in scales of the country or at the international level.
The indicator of recognition are publications in scientific editions with the high impact-factor, carried-out international and domestic scientific projects together with foreign partners.
8.16 Teaching personnel has to own modern interactive methods and technologies of training, to use them in educational process.
8.17 To the doctoral candidate within two months after transfer for the management of the doctoral dissertation the scientific management is appointed.
The scientific management and subject of research of the doctoral candidate on the basis of the solution of the Academic council are approved by the order of the rector of higher education institution.
8.18 The scientific management of doctoral candidates is carried out by the consulting commission in number of not less than 2 people appointed from among doctors and candidates of science, doctors of the philosophy (PhD) one of which is a scientist from foreign higher education institution.
The persons who are actively engaged in scientific researches in this branch of sciences (on a specialty profile) and having experience of the scientific management can be scientific consultants.
9 Requirements to results of training and level of preparation of graduates
9.1 Results of training are expressed through competences and 3 levels of training (doctoral studies) are projected on the basis of the Dublin descriptors of qualification and correspond to acquisition by the graduate of doctoral studies of the following abilities and skills:
to show system understanding of area of studying, skill regarding abilities and the methods of research used in the field;
to plan, develop, realize and correct complex process of scientific researches;
to make a contribution with own original researches in expansion of borders of scientific area which can deserve the publication at national or international level;
critically to analyze, estimate and synthesize new and difficult ideas;
to tell the knowledge and achievements to colleagues, scientific community and the general public;
to promote development of the society based on knowledge.
9.2 General competences of doctoral studies:
to have idea:
– about the main stages of development and change of paradigms in science evolution;
– about subject, world outlook and methodological specifics natural (social, humanitarian, economic) sciences;
– about schools of sciences of the relevant branch of knowledge, their theoretical and practical development;
– about scientific concepts of world and Kazakhstan science in the corresponding area;
– about the mechanism of introduction of scientific development in practical activities;
– about norms of interaction in scientific community;
- about pedagogical and scientific ethics of the scientist-researcher.
To know and to understand:
– – current trends, the directions and regularities of development of domestic science in the conditions of globalization and internationalization;
– – methodology of scientific knowledge;
– – achievements of world and Kazakhstan science in the corresponding area;
– – (to realize and accept) social responsibility of science and education;
– – in perfection to know a foreign language for implementation of scientific communication and the international cooperation;
Be able to:
– – to organize, plan and realize process of scientific researches;
– – to analyze, estimate and compare various theoretical concepts in the field of research and to draw conclusions;
– – to analyze and process information from various sources;
– – to conduct the independent scientific research, being characterized the academic integrity, on the basis of modern theories and analysis methods;
– – to generate own new scientific ideas, to report the knowledge and ideas to scientific community, expanding borders of scientific knowledge;
– – to choose and effectively to use modern methodology of research;
– to plan and predict the further professional development.

– critical analysis, assessment and comparison of various scientific theories and ideas;

– carrying out patent search and experience of transfer of scientific information with use of modern information and innovative technologies;

free communication in a foreign language.

– in the field of scientific and scientific and pedagogical activity in the conditions of fast updating and growth of information streams;
– in carrying out theoretical and pilot scientific studies;
– in statement and the solution of theoretical and applied tasks in scientific research;
– in carrying out the professional and comprehensive analysis of problems in the corresponding area;
– in questions of interpersonal communication and management of human resources;
– in questions of high school training of specialists;
– in carrying out examination of scientific projects and researches;
– in ensuring continuous professional growth.
– 9.3 Special competences are developed separately for each specialty of doctoral studies taking into account requirements of employers and social inquiry of society.
– 9.4 Total certification of the doctoral candidate – a form of the state control of educational achievements of the doctoral candidate, directed on determination of compliance of the knowledge received by it, abilities, skills and competences to requirements of the state obligatory standards of education for specialties of doctoral studies.
– Total certification of the being trained is carried out to the terms provided by the academic calendar and working curricula of specialties in the form of complex examination and protection of the doctoral dissertation according to:
– Standard rules of carrying out the current control of progress, intermediate and total certification being trained in higher educational institutions;
– Rules of award of scientific degrees;
Standard provision on dissertation council.
9.5 At the positive decision of Committee on control in education and sciences of the Ministry of Education and Science of the Republic of Kazakhstan by results of the carried out expertize to the persons which completely executed an educational program of doctoral studies and have successfully defended the doctoral dissertation, the scientific degree the doctor of philosophy (PhD) or the doctor on a profile is awarded and the diploma of the state sample with the appendix (transcript) is issued.
