Head of state Kassym-Jomart Tokayev delivered an annual address to the people of Kazakhstan at a joint session of the chambers of Parliament , today, September 1, 2020.
The message of the President is unique every year, because it contains a specific program and a set of measures for the systematic modernization of today’s Kazakhstan, the Head of State traditionally indicates the vectors of development of our society.
Deputies of the Mazhilis and the Senate of the Parliament, members of the Government of the country, public figures, intellectuals and experts gathered at the meeting today.
The second message of Kassym-Jomart Tokayev focuses on the main objectives of the country’s post-crisis development, economic and social issues.
The head of state once again set specific tasks for the government of the Republic of Kazakhstan to improve the quality of life and well-being of the population of our country.
Kassym-Jomart Tokayev announced seven principles of the new course of Kazakhstan today.
The President of the country paid particular attention to economic credit; business support; the development of a new program for the agro-industrial complex; mutually beneficial cooperation between industry and the IT industry; and the transport and transit sector; Mono-urban development; country social code as well as the «reboot» of the public service system – because Kazakhstan’s competitiveness must grow through breakthrough infrastructure projects, service improvements, digital expansion, and quality health care and education.
The President’s annual message to the people of Kazakhstan is an important event for any resident of the Republic. This program of concrete practical activities certainly concerns all Kazakhstan’s citizens and, above all, us teachers. It should be noted that, from 1 September this year, in support of the education system, an important decision of our Government has been to increase the salaries of teachers, because it is teachers who are very much involved in the education of young people. The head of state also focused on the concept of continuing education, which will provide for the Introduction of alternative options for non-formal education, recognition of the results of independent learning and certification of professional skills. The goal is to provide 100% coverage of children with preschool education and continue monitoring the activities of higher education institutions to prevent the sale of diplomas.
One of the important instructions of the President is the tasks set, in the sphere of giving a “second wind” to single-industry towns, which is also our city of Temirtau. This allows Karaganda industrial University to make a personal contribution to the development of regions. We train highly qualified specialists for the industrial Karaganda region. The implementation of these instructions is related to the development of the system of continuing education.
The President’s address sets specific tasks and suggests topical ways to solve them. In conclusion, I would like to say that the people of Kazakhstan are looking in the same direction as the President of the country, we are moving towards a common goal and we try to do everything that depends from us to take a place among the most developed countries in the world along with world powers.
I believe, that the annual message to the people of Kazakhstan will be a Confident response of the President of the Republic of Kazakhstan to the challenges of 2020.

I listened with great attention to the Message of the President of the Republic of Kazakhstan K. – Zh. Tokayev to the people of Kazakhstan.
Now, at a difficult time, the head of state has given to the Government a clear task, including giving «second breath» to single-industry towns, which is our Temirtau, and now our University, as the center of socio-political stability of the city, has a special job to do to fulfill the third – the social mission of the University.
Another challenge – regional development – also allows us to contribute – prepare highly qualified specialists for the industrial Karaganda region. This is most closely related to the development of the lifelong learning system.

The address of the Head of state is dedicated to the main goals of the country’s development, economic and social issues. You can focus on the following issues:
- Family-demographic relations – according to statistics, about 20% of families don’t have children.
- Pay special attention to the development of single-industry towns and increase the responsibility of city-forming enterprises.
- To provide for fair competition the deregulation of the economic sphere
- Monetary policy plays a significant role in the Message. In particular, the President demands to develop a new tax policy that is understandable for all citizens of the country.
- Exclude from practice illegal interference of the state in business activities.
- Creating a healthy business climate and any government intervention in this area should be considered a crime.
- In order to improve the business climate, the President proposes to start work on a new project for the development of the agro-industrial complex, in my view, it is very important to provide the population with socially meaningful food products.
- The head of state demands a reform of the civil service system and suggests reducing the number of the state apparatus. I believe that this is a timely and necessary measure.
This message is not a slogan or a good wish. Therefore, it is necessary to take control of the implementation of all the problems that were voiced by the Head of state.

September 1, 2020. Kassym-Jomart Tokayev delivered a message to the people of Kazakhstan. In his address to the people of Kazakhstan, the President identified a number of important directions for the development of the economic, political and social spheres. Once again, the Government has set specific tasks and ways to solve them to improve the quality of life and well-being of citizens of the Republic of Kazakhstan.
One of the key directions in the new stage of social modernization is to improve the quality of education, in which the President draws attention to the need to identify student’s abilities for the future profession, as well as revision of the system for training qualified specialists who meet the requirements of the modern ore market. Special attention should be paid to the concept of continuing education, aimed at recognizing the results of independent (non-formal) education. All this opens up opportunities for self-realization, self-development, and active activity of the younger generation.
Every individual citizen is an integral part of our country and makes an invaluable contribution to the prosperity of our country through daily work! Everything is in our hands, harmony and unity, wisdom and mutual understanding are the four pillars of a strong and prosperous state!

After listening to and analyzing the President’s message to the people of Kazakhstan, I would like to note the relevance and timeliness of its content. The message, of course, concerns all Kazakhstanis, and first of all, us, teachers. After all, in this rapidly changing world, a lot depends on us. Kassym-Jomart Tokayev paid special attention to the issues of science and education in his address to the people.
According to the President, the country’s Budget should be focused on two main goals – economic Development and solving social problems. There is no way without quality education: whether it is preschool, secondary or higher. The head of state stressed that the country has not yet developed an effective method of accounting for the balance of labor resources. As a result, about 21,000 school leavers are unable to enroll in professional and higher education institutions every year. The problem of lack of qualified personnel also did not go unnoticed by the Head of state. Reforms in the field of agricultural education, coupled with the involvement of new technologies, will give a qualitative impetus to the development of agriculture as a locomotive of industrialization in the age of the fourth industrial revolution.
Higher education and science should be the highest priority for any state. Training people with higher education is a strengthening of human capital, it should go regardless of anything.
The President’s address outlines extremely specific measures that should be taken to improve, first of all, the social well-being of Kazakhstan. I fully support the measures laid down in the message.
