The academic council — permanently an operating elective representative body of higher education institution, the research and development organization or combining of the scientists, engaged in the solution of strategic questions of development of higher education institution, the organization, the territory on which is provided the academic council.

Formation of an academic council in the state and municipal higher educational institutions is mandatory. In other higher education institutions existence or absence of an academic council, its composition and competence are defined by the charter of educational institution.
