A MEETING TO EXPLAIN CONSTITUTIONAL REFORMS WAS HELD AT KARAGANDA INDUSTRIAL UNIVERSITY.

Today, the university held a meeting with students, during which Rector Abdrasilov Bolatbek Serikbayevich explained the essence of amendments to the Constitution.

As you know, within the framework of the current Address of the Head of State, 10 priority areas of political reforms have been identified that contribute to the system-wide transformation of Kazakhstan and define a new paradigm for the long-term development of the state.

In his speech, the rector focused on the ambitious goals of activating the country’s political system, which have a comprehensive impact on society and the life of the country.

Fundamental changes are taking place in five main directions:

  • * first, in the direction of deep democratization of the political system;
  • * secondly, through the final transition from a super-presidential form of government to a presidential republic with a strong parliament;
  • * thirdly, further improvement of the system of checks and balances of the branches of state power in the direction of limiting the powers of the president, reformatting the activities of both chambers of Parliament and strengthening the role of the Mazhilis, the creation of the Constitutional Court;
  • * fourth, the democratization of the electoral system – the transition to a mixed proportional-majority model and further liberalization of the registration process of parties;
  • * fifth, increasing the role of maslikhats, their subjectivity and independence.

At the end of the meeting, Bolatbek Serikbayevich answered the students’ questions.
